Barcode Duplication Plans Update

IHLS concluded the barcode duplication project on December 31, 2025. Since then, we have continued to evaluate circulation workflows without receipts and monitor member progress toward placing barcodes on the outside of materials. Based on that review, IHLS has determined that barcode duplication services will remain paused at the system hubs. However, the duplication equipment will remain available for member library use through December 31, 2027.

This decision reflects the significant progress many libraries have made in implementing outside barcodes and integrating them into their local workflows. At the same time, our review identified ongoing challenges that can impact delivery efficiency when materials are sent without external barcodes. Of the 62 libraries that chose to complete their own barcode duplication, more than 20% still send items through delivery with inside-only barcodes. Because these items require additional handling during sorting, they can create bottlenecks and slow processing for all members.

Rather than resuming duplication services at the hubs, we believe that continued support, communication, and access to duplication equipment will better help libraries complete the transition to consistent use of outside barcodes. We appreciate the work member libraries have already invested in this effort and will continue to provide guidance and resources to support successful implementation across the system.

Member libraries are encouraged to use the available equipment to complete their barcode duplication projects, as their budgets, staffing, and schedules allow. Moving barcodes to the outside of materials can enhance circulation efficiency for all library staff. The barcode duplication to an external barcode not only benefits system staff when scanning items for sorting, but also reduces repetitive strain injuries among all library staff searching for barcodes.

Additionally, the Bayscan vendor group’s discounted pricing has been extended through the end of this year, December 31, 2026. This gives libraries more time to benefit from lower prices for barcode-related supplies and equipment.
