As many of you know, we are closely monitoring the recently submitted HB5236, or the Digital Library Protection Act (sponsored by Reps. Tracy Katz Muhl and Dagmara Avelar), which could significantly impact our member libraries. The Digital Library Protection Act outlines and prohibits several common features of unfair e-book licensing agreements that are detrimental to e-resource sharing.
On March 4, the bill progressed to the Consumer Protection Committee. As it is still early in the legislative process, there may be changes to this bill before it proceeds to another reading.
