Three Library-Relevant Bills Signed into State Law in Aug. 2025

This August, Gov. Pritzker signed into law three bills that are relevant to public libraries. Learn more below.

HB 42 

This bill amends Public Act 104-0036 to authorize library boards to charge nonresident library fees on a quarterly or biannual basis, rather than in one lump sum.

HB 1910 

This bill amends Public Act 104-0056 to require libraries to maintain a supply of opioid antagonists and have at least one employee trained to identify the signs of opioid overdose present at the library during operating hours to administer an antagonist. Effective January 1, 2026. This bill only amends the Local Library Act and does not amend the Library District Act.

SB1550

Championed by Sec. Giannoulias, this bill amends Public Act 104-0108 to allow libraries to use state grant funding to enhance security measures. Effective Jan. 1, 2026, public, school, and academic libraries can apply for funds for upgrades like security cameras and silent alarms.
